
LD Herron, a Tennessee homebuilder who lives in the region served by the Upper Cumberland Development District, said he tried to warn members of the agency’s board that taxpayer money was being misspent on a project that was later the subject of a Nashville News Channel 5 investigation. Herron spoke here on Feb. 24, 2012, following an “emergency meeting” of the UCDD governing board called hastily to address fallout from the TV news station’s expose’. UCDD’s executive director was subsequently placed on leave. The scandal involves UCDD’s tax-supported funds being used to pay for lavish renovations to a mansion that the agency director subsequently moved into herself — even though the facility was said to be housing for low-income senior citizens. The “Mr. Foster” that Herron refers to in the video is DeKalb County Mayor Mike Foster, who serves as chairman of the UCDD board.
